In an effort to stop some of the worst animal welfare violations when it comes to puppy mills, Senators Dick Durbin, D-Ill., and David Vitter, R-La., and Representatives Jim Gerlach, R-Pa., Sam Farr, D-Calif., Bill Young, R-Fla., and Lois Capps, D-Calif.-have introduced the PUPS Act.
This important piece of legislation would require that dogs used for breeding be given daily exercise, instead of being confined to their cages for 24 hours a day. They at least deserve to be able to stretch their legs and walk around, right?
