Back in 1998, then California State Senator Tom Hayden authored a bill called The Hayden Act that would protect stray and impounded animals in municipal shelters from being euthanized for up to six days. He created this bill so that families with lost pets would have a chance to be reunited, as well as to save the lives of thousands of animals from unnecessary death.
Still, half a million animals are euthanized in California shelters annually, and most of those are healthy and adoptable animals. And now Governor Jerry Brown is attempting to pass a bill that would significantly weaken The Hayden Act by reducing the protections that are in place for these animals, therefore costing lives.
