The HAPPY Act (HR. 3501-Humanity and Pets Partnered Throughout the Years) is a federal bill that is currently awaiting votes in Congress. It is an act designed to give tax breaks on health care for pets. In essence, it would amend the U.S. tax code to allow qualifying pet expenses like vet care to be tax deductible, which would not only give pet owners financial help, but would also give them an incentive to keep their animals healthy and able to receive vet care if needed. And this act would make it so that pet owners could deduct up to $3500 per year.
