He is appealing to people to sign a petition to get the US government to take action against illegal Japanese whaling in the hopes that the US will bring monetary sanctions against Japan for their actions. But also, Paul is stranded at sea! Japan has put him on the red list for interfering with their illegal whaling activities, which means that he is unable to land anywhere. He is on the list with war criminals and serial killers, not the place for someone who is trying to protect the lives of animals.
